Start with style: Fine line, black and grey, realism, lettering, and illustrative work all ask for different strengths. Match the style first.
Look at the work: Browse the portfolio and each artist's Instagram. You're looking for pieces that share a visual language with your idea, not identical subjects.
Consider design approach: Some ideas need heavy drawing input; others are mostly execution. Say which one you think yours is.
Factor in placement: Placement changes what a design needs. Mention it early — it can affect which artist is the better fit.
Be honest about complexity: A multi-session sleeve and a small flash piece are different conversations. Flag larger projects up front.
